U.N. Security Council Reform

This chapter explores the Jamaican government’s perspective on the reform of the United Nations Security Council. It does so within the mandate of the 1992 United Nations General Assembly Resolution 47/62 on reform of the Security Council. This resolution set out to recieve written feedback from all members on how the Security Council might be restructured to have equitable and increased membership. This chapter examines Jamaica’s role, along with CARICOM and some G77 countries, in supporting initiatives to enhance the role of developing countries in the Council and beyond. It also presents Jamacia’s contribution to a CARICOM and L69 presentation to an invitation from the Inter-Governmental Negotiating Group. This chapter discusses the five main areas of reform in relation to membership, the veto, regional representation, size of the Security Council and its relationship with the General Assembly. This chapter concludes with tentative outlook on the prospects for action on Security Council reform in the near future.
