Measurement of Circularity for the Generation of Strategic Information in the Implementation of Sustainable Tourism Models

The Government of Spain’s publication of the Strategy for Sustainable Tourism in Destinations Within the Framework of the Recovery, Transformation and Resilience Plan in 2022 responds to the need to steer the economy towards sustainable development, integrating its principles into the competitiveness factors of the countries. The actions included in the axes of the Strategy encourage the Autonomous Communities to promote the implementation of tourism sustainability certification systems and measures to promote circularity in the sector. In this context, the Law 3/2022 of June 15, urgent measures for the sustainability and circularity of tourism in the Balearic Islands, are articulated. It obliges tourist establishments in this region to implement circularity plans. Therefore, in terms of the importance of the change in the economic and management model that this implies, it becomes a necessity to incorporate suitable variables for the analysis of a company’s micro and macro-environment for decision-making related to the formulation and implementation of circular and sustainable business strategies. Through the work developed in the InnoEcotur project, the importance of defining adequate and realistic indicators that allow the impact of the circular measures to be assessed, not only in terms of economic cost-benefit but also in terms of impact on the company as a whole and its objectives, has been observed. For this, it has been essential to consider in the analysis process those aspects related to data collection for the measurement of such indicators. All these aspects, along with others, have been taken into account in the development of the self-assessment tool created within the framework of the InnoEcotur project to generate strategic information for decision-making in the process of implementing circularity plans.
