Urban Infrastructure and Transit-Oriented Development in Lagos, Nigeria

This chapter focuses on transportation infrastructure in Lagos, South West Nigeria, globally recognised as the 4th largest economy in Africa. The chapter identifies the broad infrastructural challenges facing the city, and then presents an overview of its transportation infrastructure up to the year 2020, highlighting its dependency on road transportation. It also explains the transport governance and investment framework of the city, identifying the agency of the informal sector, as well as areas of synergy, overlap and conflict amongst actors. The transportation infrastructure gap is reflected in the inadequacy of public transport modes despite Bus Rapid Transport services, lack of modal integration as well as safety, incongruent policies that seems to ignore the dominant dependency on informal transport services, amidst environmental and social concerns. The study recommends the repositioning of urban transportation as a service to address user satisfaction, stakeholder engagement in transport policy development and investment in multi-modal transportation solutions in Lagos and other African cities.
