Resilience and Preparedness Among Coastal Communities on the Natuna Islands

The occurrence of climate change introduces an element of unpredictability into the fishing activities of local fishers on the Natuna Regency. These seasonal fluctuations in weather conditions lead to drastic changes that have a profound impact on the fishing community. The primary objective of this chapter is to examine the resilience and preparedness of coastal communities (on Lampa Strait/Pulau Tiga) to withstand and prepare for extreme weather conditions, as well as to examine the efforts made by the government to enhance the economic resilience of fishermen. The study employed a purposive sampling strategy, which involved deliberately selecting participants with specific traits in order to obtain a thorough representation of relevant subgroups that are in line with the research question and goals. For technical measures, the research method using the Analytical Hierarchy Process (AHP) with number of samples each group to examine the background of the SKPT development. In conclusion, during the active fishing season, fishermen are able to generate sufficient income to sustain their livelihoods. However, during the off-season, some may seek alternative employment, while others receive support from fellow fishers who gather together to secure their daily earnings. These alternative endeavors contribute to the resilience and preparedness of fishers in facing the challenging weather conditions each year. These efforts are complemented by the government's ongoing initiatives to meet the needs of fishers, such as the construction of roads, fresh water reservoirs, and the establishment of the Integrated Marine and Fisheries in Selat Lampa (SKPT).
