Mediating Human Security and Social Protection: A Strategic Scheme for the Social Institution in Indonesia Disaster Cycle

Striving to overcome national disasters problems and challenges has not been resolved optimally. There is a gap in concept and implementation between the macro level (social protection) and the micro level (human protection). This research discusses the formulation of operational steps in strategic disaster management schemes through institutions in Indonesia. The research used the main methods of literature review, observation, and in-depth interviews. Research data were analyzed using Soft System Methodology. The results of this research show several findings. First, Indonesia's geographical conditions as the Ring of Fire area with high disaster frequency require a rapid, organized, and effective response. Second, there are pivotal regulations at the ministerial level and the community's potential role and resilience at the root levels to manage disasters. Third, this research discovers strategic and operational models at the meso (community) level to deal with disaster threats. Fourth, This study provides an overview of the position of social institutions in addressing disaster problems and then formulates strategic and operational schemes for managing social institutions at various macro, meso, and micro levels. Fifth, the position and power of social institutions (meso) potentially bridge the concepts of human security and social protection in policy-making and practical action in Indonesia's national disaster cycle. This research contributes to strategic and operational steps in disaster management in Indonesia, especially at the institutional level. This study provides a new perspective for developing concepts and action plans at the meso-institutional level in dealing with disasters.
