摘要

This chapter provides an overview of facial recognition technology, including prominent algorithms like DeepFace, DeepID, and ArcFace that have driven advancements in this field. It also discusses privacy concerns and threats associated with the use of facial recognition, such as mass surveillance, loss of anonymity, data breaches, and misuse of data. Key risks highlighted include pervasive tracking of individuals without consent, collecting biometric data covertly, insecure storage of facial data, and potential biases leading to discrimination. The chapter then summarizes major regulations and legislative acts focused on protecting facial data privacy, including the EU’s General Data Protection Regulation (GDPR), the California Consumer Privacy Act (CCPA), the Illinois Biometric Information Privacy Act (BIPA), Canadian federal and provincial privacy laws, the Australian Privacy Act, the proposed Indian Data Protection Bill, Singapore’s Personal Data Protection Act, and China’s draft Personal Information Protection Law. Overall, the chapter provides a technical overview of facial recognition algorithms as well as a discussion of the associated privacy risks and existing regulatory frameworks aimed at safeguarding facial data privacy across different global jurisdictions. It highlights the need to balance the benefits of this technology with individuals’ privacy rights.
