Results of Educational Monitoring in Ungraded Educational Institutions: Special Educational Needs of Children

摘要

In accordance with the plan for the state assignment “Improvement of the management system of ungraded educational organizations,” as part of the monitoring, a request was formed to provide relevant information in terms of educational management in ungraded educational organizations in the constituent entities of the Russian Federation. Information was provided by the executive authorities of each subject in eight Federal Districts of the Russian Federation, carrying out state administration in the field of education. Thus, all ungraded schools in Russia participated in the monitoring. As a result, a variety of data were collected on relevant indicators in ungraded schools in the regions of the Russian Federation, which made it possible to analyze the formation of the educational management in ungraded schools in the regions of Russia on the main factors, including the key indicators related to the education of children with special educational needs studying in ungraded schools and the key indicators of education in certain ungraded general educational organizations for students with disabilities (ungraded correctional schools). This research presents the results of the assessment of 32 ungraded general educational organizations for students with disabilities. The results of the development of ungraded schools in the Omsk Region are given as an example of an “ideal practice.” Based on monitoring studies, the authors conclude about the need to develop programs for the inclusive development of ungraded schools and extrapolate the best regional practices.
