Equality and Inclusion in Russian Secondary Education: Post-Soviet Policy Analysis

This chapter is devoted to the analysisAnalysis of the design and implementationImplementation of the stateState policyPolicy of the RussianRussian FederationFederation in the fieldFields of inclusionInclusion and equityEquity in educationEducation over the past 30 years (i.e., the post-Soviet period) in secondarySecondary educationEducation. The analysisAnalysis covers legislation, conceptual policyPolicy documents, and programs at the nationalNational level. We discuss how the principles of inclusiveness and equityEquity in educationEducation are institutionalised in the stateState regulation system. We considered which categories of childrenChild were identified as groups at risk of limited accessAccess to educationalEducational resources and educationalEducational exclusionExclusion and became target supportSupport groups. We demonstrate in which areas success has been achieved and how the limitations of a policyPolicy’s effectiveness relate to overall progress in institutional reformsReform.
