This study conducts a comprehensive examination of the effectiveness of Polish legal regulations implemented during the COVID-19 pandemic in safeguarding entrepreneurs from the detrimental effects of the global crisis. The research delves into the specific issue of the impact of the pandemic on the imposition of contractual penalties upon contractors engaged in public procurement and examines the adequacy of legal protections for actors in such extraordinary, global situations.
