Active community engagement stands as a cornerstone for sustainable territorial development. The advent of digital tools has significantly broadened participation in civil affairs, amplifying public discourse and establishing an interactive landscape for decision-making processes. Yet, the digitization of interactions poses risks to governmental trust. Proactive communication strategies within municipal governance echo the formation of loyal customers in commercial realms, shaping local citizens’ expectations and satisfaction. The efficacy of online communication relies on user segmentation, understanding online consumer behaviors, and forging a unified information platform for government-citizen interaction. Crafting an official website equates to creating a distinct, comprehensive entity unified under a shared URL. The fundamental website model can be visualized as an intricate composition of eight units. Analyzing websites entails the collection, measurement, compilation, and interpretation of data pertaining to specific subjects and analytical objectives. Currently, the multitude of qualitative and quantitative analytic tools available adds complexity when it comes to selecting the most suitable ones for independent research purposes, demanding a structured approach to website analysis. Thus, an analytical matrix is something that can help to create the general logic for website analysis. The study was conducted using the modeling methods, methods of communicative-discursive and compositional-graphical analysis, as well as the matrix technique.
