Model of Adaptive Public Management of Regional Innovation and Industrial Clusters

The cluster approach is currently one of the most commonly used methods for government management of regional economic development, both at the overall level and within specific industries. In the field of innovation, the role of public authorities is especially important. They must constantly support the creation and development of innovation and industrial clusters. The specificity of innovation-industrial clusters lies in the fact that their participants are involved in innovative developments aimed at producing innovative and high-tech (knowledge-intensive) products. These products serve as catalysts for growth in the region and attract investment in the regional economy. The production structure of these clusters, due to the development of intersectoral connections, is more effective than the structure of a single type of economic activity in a specific territory. Due to the dynamic nature of the external environment, there is a clear need for the development and implementation of a model for adaptive public management of regional innovation and industrial clusters. The model of adaptive public management functions effectively in conditions of uncertainty in the development of the cluster. This model relies on a change of tools and an algorithm that is based on incoming signals about the deviation of the process from the set targets. The introduction of a model for adaptive public management of regional innovation and industrial clusters will contribute to the development of innovation, increase the competitiveness of the region’s economy, expand intersectoral and interregional cooperation, and create conditions for the formation of high-quality human capital in the territory.
