摘要

The article presents the results of a study devoted to the search for common management principles in the mechanisms of human capital formation of industrial enterprises. The relevance of the topic is due to the development of the industrial sector of the economy in modern Russia and the active participation of the Institute of Science and Higher Education in this process. The authors propose a model for the human capital formation of industrial enterprises, which is developed subject to modern economic conditions and the rising problem of personnel shortage. The model is based on principles that allow participants in the process of forming human capital to interact in the long term to enable an environment in which human potential is transformed into human capital. When creating the model, consideration was given to both global and Russian experience. The role of the state in creating conditions for stimulating the collaboration of the industrial sector and social institutions to implement common tasks for the accumulation and effective use of human resources and potential for the needs of high-tech production is highlighted. The article also considers an example of the successful implementation of the highlighted principles of the model in the practice of Peter the Great St. Petersburg Polytechnic University.
