The Potential of HRD in Building Quality Services: The Case of the Palestinian Public Sector

The objective of this work is to investigate how Lifelong Learning as a component of HRD could positively affect the performance and quality of public services through developing Palestinian public sector employees. Empirical analysis is conducted through a quantitative survey using a self-developed scale on 350 employees in public sector institutions in Palestine. GLM analysis demonstrates that co-operation with universities and internal support for LLL programs play the most important role in increasing the impact of LLL practices and skills on the performance of public sector employees. We also explore the nature and intensity of different obstacles to LLL. Robust OLS evidences support the conclusion that LLL is the cornerstone in developing public institutions performance, contributing to the potential for strategic HRD in which caters to the national context in enhancing the quality of public services for citizens.
