Decorations and the Simple Surgery Obstruction

The goal of this chapter is to modify the L-groups and the surgery obstructions so that the surgery obstruction is the obstruction to achieving a simple homotopy equivalence and not just a homotopy equivalence. This will be important since at one point we want to apply the s-Cobordism Theorem 2.1. In this chapter we work in the smooth category unless explicitly stated otherwise.
