China Promotes the Practice of Participatory Biodiversity Conservation

The Convention on Biological Diversity (hereinafter referred to as “The Convention”) and Aichi Biodiversity Targets acknowledge the importance of involving efforts. This approach fully utilizes their resources and advantages, and provides a normatice framework for participatory conservation. It also guides the legitimacy, legatity, inclusiveness of global biodiversity protection efforts, while exploring the functional value of paticipatory conservation. In order to fulfill and efficiently fulfill this international obligation, China acknowleges the importance of participatory norms to biodiversity legal mechanisms. We are enhancing the design and institutional innovation of paticipation mechanisms in legislation, law enforcement and justice. We are also regulating and guiding the operation of mechanisms for non-state actors to participate in biodiversity conservation. This chapter is based on the practical experience of NGOs in China engaging in in biodiversity conservation, while also highlighting existing issues and inadequacies. From a legal perspective, this chapter provides recommendations and perspectives on the legal syetem,engagement capabilities, and collaboratice potential. Finally, this chapter will explain how China’s current participatory biodiversity conservation practices are coordinated, consistent and synchronized with the Convention and Aichi goals.
