The vast majority of US nursing homes were built during a single construction boom in the mid-1960s to 1970s, set off by the creation of the Medicare and Medicaid programs—which, for the first time, provided consistent government reimbursement for nursing home services. Explicitly patterned after hospitals, these homes were designed for peak operational efficiency—for both workers and the investors who owned and operated the buildings—and not necessarily for optimal resident comfort, fulfillment, and well-being.
