摘要

In this chapter we begin by setting out what is known of the migrants with a precarious status in the three countries in which our cities are located, Austria, Germany and the UK, and highlight the challenges posed by the lack of robust data. We then consider the governance and policy frameworks relevant to precarious migrants in the three countries, highlighting differences in their national legal and institutional frameworks on immigration, health and welfare, as well as similarities – including in each case a mix of formal exclusion and inclusion measures and the complexity that this brings.
