Research on ungoverned spaces has and remains influenced by studies on state failure that gained momentum in the 1990s. According to Rebasa et al. (2007), “Ungoverned territories can be failed or failing states; poorly controlled land or maritime borders or airspace; or areas within otherwise viable states where the central government’s authority does not extend.”
