Modernizing the Processes for Human Resources Through Artificial Intelligence to Optimize a Variety of e-Government Responsibilities

摘要

This chapter tackles the challenge of modernizing the processes for Human Resources of government services. Precisely, it addresses a variety of e-Government responsibilities such as identifying suitable candidates for an open position, advising employees in their career, or proposing a matching between opportunities and available employees. The authors describe a novel architecture that combines successive operations: 1- gathering key information sources, 2- introducing a novel metric that allows to evaluate and compare algorithms, and 3- implementation of a matching through different algorithms. A particular attention is given to the matching that may rely either on classical methods that simply associate skills and experience of candidates and positions; or implement Artificial Intelligence, which carries out an in-depth study combining other information (for example: job location and exposure, expectations and achievements of candidates). Finally, the authors detail how the proposed solution complies with privacy rights’ regulation (especially General Data Protection Regulation and Network and Information Systems Directive).
