Enhancing the Efficiency and the Security of e-Government: The French Case Study of Human Resources Applications

This chapter explores advancements in e-Government by introducing innovative architectures: a data-based model and a procedure-based model. The data-based approach emphasizes secure data exchange through APIs, addressing the balance between data sharing and privacy protection. It leverages an API catalog, enrollment module, and manager to facilitate efficient inter-ministerial communication. The literature review underlines the importance of IT security, administrative efficiency, and user satisfaction in e-Government, providing insights into existing models. The procedure-based architecture focuses on pooling services between IT departments to accelerate e-Government adoption. It allows multiple departments to use a single service, enhancing overall efficiency. The proposed frameworks offer practical solutions to challenges in data exchange, security, and administrative efficiency. The paper details the operational steps in both architectures, emphasizing security measures in the data-based model and efficiency gains through shared services in the procedure-based model.
