摘要

This chapter analyzes the process of metropolitan governance in Pamplona, Spain, as an example of a multi-level and multi-actor process in line with the Urban Agenda. The case study demonstrates how metropolitan governance can enhance the effectiveness and efficiency of public policies, while also addressing complex urban challenges such as spatial fragmentation, inequality, and environmental degradation. Through a critical analysis of the process, the chapter identifies key factors for success, including political leadership, citizen participation, and institutional coordination. The chapter concludes by discussing the potential implications of the case study for other cities and regions facing similar governance challenges.
