By the late 1890s, Americans had experienced three decades of mostly falling prices. While many remembered surging inflation during the Civil War, since then consumer prices had trended downward, with brief exceptions. Wholesale prices had plunged even more. Unlike ourselves, Americans at the time regarded declining prices as normal.
