Collective Thinking

An effective policy analyst leverages the power of collective thinking for policy-making as social problem-solving. Policy analysis starts with conversations and thinking together with others—before we open a report template and write anything. Three mindsets to cultivate are: talk and think with others before you write; focus on the purpose of your report (what are we inviting decision-makers to know, decide, or do?); and keep your analysis and advice focused on outcomes (results), ensuring that your recommendations are practically and politically implementable. Tools and techniques include selecting from a range of modes of engagement, from a simple conversation or email through to workshops and co-design processes; and working with a small group of selected colleagues or stakeholders to outline and storyboard your analysis and advice. The objective is to inform, support, and improve democratic decision-making with analysis that is purposeful, clear, carefully considered, and well-presented.
