Noise and Vibration Control Program Plan

There is a price to be paid to achieve compliance with the acoustic requirements imposed by marine regulatory agencies or owner/operators (Fischer and Pettit 2014). These requirements, which may appear as airborne noise, underwater radiated noise, sonar self-noise, and/or vibration limits, are spelled out in ship specifications. They are becoming more prevalent as detrimental impacts from noise are receiving greater recognition. The impacts range from hearing loss claims by humans, lower retention of crew, and the need to control sound levels experienced by marine mammals. Making the correct decisions during the ship design and build process will minimize cost and will improve Return On Investment (ROI). Costs include the monetary price paid for materials, labor, and maintenance. Cost should also incorporate the ‘cost’ of added weight, less space, and potential adverse impact on the construction schedule and operation of the vessel. An example of the hidden cost of noise control is the increase in fuel cost over the life of the vessel due to added weight (Fischer and Pettit 2014). The Program Plan described herein will help develop the steps needed for a successful design while minimizing the cost paid to achieve compliance.
