摘要

Inequalities in the energy transition and energy provision bring the analysis to the key topic of energy poverty, broadly addressed in this chapter with reference to the European context and anticipated by a brief discussion on the notion of energy citizenship, as the lack of energy represents a neglection of citizenship right. Energy and vulnerability are therefore tightly interconnected at a time of energy transition. Discussions on the relevance of energy poverty, on its measurement and on its configuration in the eco-welfare framework are illustrated in this chapter, by also grounding the reflection into critical insights.
