Transforming Government

This chapter explores the broad theme: open government (demand for good government, DFGG). In an era of growing political and economic polarization, can the DFGG movement strengthen the demand for transparent, responsive, and effective government? Will digital technologies help develop responsive government or reinforce existing public service divides? Governance and country contexts are critical to the outcomes of deploying digital technologies in the public sector. This chapter distills the challenges of deploying digital technologies for open and accountable government. It emphasizes political commitment and public leadership competencies. Kenya’s Open Data Initiative is examined for lessons and best practices for other developing countries.
