System of Balanced Indicators—Bioeconomy Information Map

摘要

Smart city is a concept that supports the development of the city. Such a concept effectively works as informational support for all management functions—planning, organization, motivation, realization, control in the field of bioeconomy as a separate area and its elements in other industries and social services. These are enterprises that support infrastructure and enterprises of the basic economy. Bioeconomy enterprises have their own characteristics for strategic development. The main ones are the ability to optimally use natural and other resources, the organization of a closed production cycle, the use of new technologies, a high level of education and social responsibility. The well-known concept of the balanced scorecard allows you to create strategic maps for the development of bioeconomy enterprises. Digitalization trends are manifested not only in the use of information technologies but also in the creation of an effective information space for modeling development strategies and further implementation of selected projections and priorities. The purpose of the research is to form a strategic map for the development of a bioeconomy for sity and enterprise based on a balanced scorecard. Further detailing and monitoring of production and control processes will make it possible to control the development of each projection of the enterprise. The formation of models of the enterprise development strategy based on a system of indicators is actively used by practitioners and researchers of enterprise management and economics. Strategic maps of enterprise development are visual tools for analysis, strategic planning, monitoring of implementation and formation of changes in the enterprise. Each projection can be adapted to the specifics of the enterprise. For research, the works of scientists were studied in two directions: building a balanced scorecard to measure the effectiveness of the implementation of an enterprise development strategy for certain projections and features of a balanced scorecard for bioeconomy enterprises. The concept of mirrors for strategic planning and its implementation makes it possible to form a model—the actual state, an innovative model taking into account new technologies and approaches, a model for possible implementation. Based on the indicators, the values ​​of which correspond to the best practices of bioeconomy enterprises, it is possible to form models for each projection of the strategic map. Digital modelling platforms will enable multivariate analysis. The results of the research made it possible to analyze the case of a small enterprise in the bioeconomy of Sweden, on the basis of which the main directions of development and the projection of strategies were determined. In a special electronic space, models are formed for each projection and the enterprise as a whole. The model chosen for implementation becomes the basis for monitoring and controlling indicators. However, the results obtained are constantly compared with the capabilities of the innovation model, taking into account the best practices and technologies for bioeconomy enterprises. The creation of a strategic map of the city's bioeconomy will make it possible to summarize all the goals and results of bioeconomy enterprises and focus attention on supporting the level of environmental quality in the city. The proposed approach to the formation of a balanced scorecard can be tested at various enterprises and expanded for the region and the country.
