The Development of Digitalisation of the Social Sphere in Ukraine: Theoretical Discourse

The research determines that the social sphere occupies a leading position in society and globally influences the level of development of the country, which is why effective and high-quality social protection in the context of new informatisation should become one of the main priorities of the state. The article outlines the main tasks of social protection in Ukraine, which should be aimed at providing support and assistance to the elderly, disabled, unemployed, children and many others. A comparison is made between the development and accessibility of citizens to social services in Ukraine and countries with high economic development. The research shows that social services may differ depending on the cultural characteristics of the country. The classification and principles of social services provision are substantiated. Based on the generalisation of legal norms and scientific and practical research, it is determined that the digitalisation of the social sphere is the process of introducing digital technologies in the areas of healthcare, education, culture, social security and other areas related to the support and development of people. One of the main benefits of the digitalisation of the social sphere is an increase in efficiency. All processes are becoming more automated, which reduces manual labour and time costs and provides greater control over the status of work. This makes it possible to reduce corruption and inefficient use of budget funds. The article proposes directions and key components of the Strategy for the Digital Transformation of the Social Sphere in Ukraine, which will help to eliminate negative factors and realise the potential benefits and convenience of digitalisation of the social sphere. This will enable effective and high-quality protection of the country's population by increasing transparency of control over the provision of social services, expanding access to digital opportunities and e-services for all citizens. The totality of the above allowed us to propose a generalised model of social protection of the population in the context of the development of digitalisation of the country’s economy.
