Meso-Processes: Outsourcing the Administration of European Memory

In this chapter, I describe the process that is highlighted in the title of this book: I look into how the EUEU outsources the administration of its memory policymemory policy to non-governmental organizations. It makes funds available through the Europe for Citizens ProgrammeEurope for Citizens Programme for which non-governmental organizations can apply. These organizations have to align their projects and goals with the European Commission’s policy interest in order to win the funds. In this case, this means that they have to adopt the frame of totalitarianismtotalitarianism if they want to win funding and focus on valuesvalues that stress freedomfreedom. In this chapter, I look into three such non-government institutionsinstitutions that have pooled their resources to execute a European Remembrance project: the MemoryMemory Studies AssociationMemory Studies Association (MSA) (MSAMSA), EuroclioEuroclio and the Institute for Historical Justice and ReconciliationInstitute for Historical Justice and Reconciliation (IHJR) (IHJR).
