Methodical Approach to Assessment of Real Losses Due to Damage and Destruction of Warehouse Real Estate

The article examines the problem of determining the market value of industrial real estate as a component of calculating the amount of damage caused by the military aggression of the Russian Federation. The main difficulties at the stage of assessing the market value of real estate at the time of destruction are identified. The theoretical basis for assessing the market value of real estate has been developed by substantiating an additional assessment principle related to the market environment—the principle of information asymmetry. The essence of the proposed principle and its role in the temporal instability of assessment results are revealed. Information on the estimated value of 192 objects of warehouse real estate as of 21.01.22—04.02.22 has been summarized in terms of the systematization of the main price-forming characteristics and their categories, and clustering of objects by price criteria has been carried out. The structure of the supply of warehouse real estate was studied, and the characteristics of warehouse real estate objects typical for the national market were established. The expediency of using neural network modeling to study the impact of price-forming characteristics on real estate value is substantiated. An economic interpretation of the parameters of a two-layer perceptron with three neurons in the hidden layer is proposed. On the basis of the neural network built during the research, an algorithm for a methodical approach to determining the market value of warehouse premises was developed, which makes it possible to establish to what extent the value of the evaluated object will differ from the average market value. The information provision of assessment procedures for making corrective amendments has been improved by substantiating the quantitative values of percentage adjustments for the location of the warehouse, its category, age, number of floors and the material of the walls of the building, the availability of engineering support, as well as the technical condition of the premises.
