Technological Governance (Cybersecurity and AI): Role of Digital Governance

This book chapter assumes that emerging technologies present similar governance challenges, and this commonality is true for artificial intelligence (AI) and cybersecurity applications. Cybersecurity and AI have the potential to be major influencers on society and economic success and their integration could push competition and economic growth much higher than anticipated for the deployment of a single emerging technology (AI alone or cybersecurity alone). Several governance models are discussed but an integration or combination of these models would be an effective way to strengthen governance principles. However, a consensus is required by the principal stakeholders and not just state players. Governments may need to be facilitators and thus keep an oversight on the governance process at the global and country level. Collaboration between stakeholders will help to embed strong governance guidelines in the AI and cybersecurity ecosystems and prevent potential problems becoming major issues. Governance principles can be strengthened not only by collaboration, but also by changing the behaviour of users of emerging technologies through a combination of traditional learning and experiential learning. Changing user behaviour in emerging technology ecosystems underpins governance principles and helps to embed good practice for emerging technologies throughout society.
