Mobile Application for Online Procedures in the Municipality of San Miguel De Ibarra

The Municipality of San Miguel de Ibarra, located in the province of Imbabura in Ecuador, has a population of 398,244 inhabitants and currently provides citizen services in person. However, the lack of access to online procedures through mobile devices has led to long queues and overcrowding. To address this situation was undertaken to develop a mobile application for the municipality's online procedures. The project was divided into three stages: theoretical research, application development, and validation. The study established a strong academic foundation, while the application development was carried out using the Scrum methodology, Flutter as the development tool, and the IEEE 830 standard for requirements. According to the DeLone & McLean model, the application validation succeeded, scoring between 80% and 90%. This article emphasizes the importance of offering citizen services through mobile devices, mentioning the existing web system called “Portal del Ciudadano” and highlighting the absence of a mobile application. Additionally, a survey is referenced, revealing citizens’ willingness to conduct online procedures and their negative perception of the everyday experience. The project aims to improve accessibility and the institution's public image through the development of the mobile application, employing methods such as citizen consultation, literature review, the Flutter framework, and the Scrum methodology, and validating the application using the DeLone & McLean model.
