Multi-agent DSS for Smart Government Crisis Management
摘要
The conventional government fails to acknowledge the paramount importance of data in crisis management. The Decision Support System (DSS) for intelligent governance can furnish decision makers with effective crisis decision support. The process of government crisis decision-making entails the pre-decision monitoring of big data on crisis information, situation simulation during the decision-making process, and post-decision evaluation and analysis, thereby establishing a cyclical framework. Building upon the conventional four-database structure, the multi-agent intelligent government crisis decision support system incorporates an additional case database. The Multi-Agent DSS system, comprising Interface Agent, Crisis Information Monitoring Agent, Crisis Incident Response Agent, Situation Simulation Agent, Decision-making Agent, Decision Evaluation Agent, Case Analysis Agent and Collaboration Agent, collaborates synergistically with the aid of data warehouse and artificial intelligence technology. The intelligent multi-agent decision support system (DSS) will significantly enhance the level of crisis management decision-making in traditional government settings, thereby improving the system's self-learning capabilities and effectively addressing vulnerabilities associated with crisis decision-making.
