The Evolution of Public Organizations and the Rise of Multifaceted Leaders

This chapter examines the evolution of public administration in the United States and how various developments and ideas have required the rise of different leadership approaches. We have witnessed a shift from a hierarchical organizational style influenced by the early theorists of industrial psychology to a greater reliance on markets and contracting when it comes to the provisions of public goods and services. This continuous shift requires different strategies for managing, motivating, and leading public organizations while elements of each era remain within contemporary practices.
