The chapter reflects on the theoretical foundations of IGAD’s multilateral approach to economic development and regional security. It discusses the erosion of states’ borders and sovereignty in favor of effective regional communities. David Mitrany focused on the process of states coming closer and integrating through economic and social organizations, reshaping attitudes, and fostering international integration. Scholars like Karl Deutsch, David Mitrany, and Ernst Haas have developed various theories on regional integration. This chapter examines key theories of regional integration, such as functionalism and neo-functionalism, impacting IGAD and debates on African regional integration, with a focus on IGAD. It analyzes neorealism and regional security complex theory within the context of African regional integration, including IGAD's efforts. The chapter also explores limitations in understanding the trend of regionalism in the Horn of Africa.
