Investment Platform as a Means to Develop Public–Private Partnership

The purpose of the chapter is to substantiate the dual nature of the investment platform as a means to develop public–private partnership (hereinafter referred to as PPP) and to suggest recommendations for its effective application. The analysis of trends and issues in the development of the global and Russia’s PPP market stipulates the need to use the investment platform in Russia as a basis for classical and quasi-PPP projects, on the one hand, and a tool for the implementation of concession agreements, on the other hand. The authors distinguish a concession agreement and PPP agreement as classical PPP, and a special project company as quasi-PPP. This distinction is made by highlighting the advantages of the investment platform and identifying the conditions that contribute to a successful launch of such a platform based on PPP. Another emphasis is placed on the risk-related nature of PPP projects associated with the investment platform. It helps devise practical recommendations for the effective risk management to promote the development of PPP. When developing these recommendations, the authors conclude that it is necessary to use a wide range of risk management tools taking into account the specifics of the investment platform and the implementation of PPP projects.
