Cyberhate: Medium? Message? Speech? Act? An Exploration

This chapter looks at cyberhate through the lens of bullying, because that marks the border between speech and action. Because I live in a country that values freedom of speech, any claims of potentially limiting communication requires special consideration. Exploration of the literature on bullying reveals that it is a much larger problem than many know and has long term consequences that those who long for a decent social order need to pay attention to. The chapter ends with some concrete suggestions.
