Performing Normative Climate Diplomacy at the International Level

This chapter explores how negotiators coming from the European Union externalize the EU positions at the international level, specifically towards the ICAO and the IMO. This exploration follows the mechanisms that Manners devised in his Normative Power Europe concept, in an attempt to highlight that NPE and European climate diplomacy are interconnected and that the latter is indeed normative in its core. It also evaluates the performance of the external climate affairs of the EU in the ICAO and the IMO. The chapter shows that the EU as a whole, although it acted as expected within the analytical framework, failed to a certain extent to perform as a normative power.
