Four centuries of federal scholarship have not, so far, led to a shared definition of federalism that can be accepted by political scientists, legal experts and economists, although one iron law seems to have emerged: that federalism cannot be reduced to the mechanics of its institutions. Hamiltonian federalism, as used by jurists, is but one of its many facets.
