While the nation-state remains the prevailing mode of political organization in the world today, many states now offer a range of institutional mechanisms designed to accommodate the diversity of the populations they serve. There are, however, critical times, when institutions are reorganized in more radical fashion in response to particularly pressing challenges, including identity-based conflicts and political violence.
