摘要

Federalism and the protection of freedoms can easily exist side by side. Because federalism further divides the powers of the state and leads to a duplication of legislative, executive and judicial functions, it reflects the ideal of limited powers pursued by political liberalism. In practice, however, this complementarity generates several points of tension.
