The Tripartite System: A Key in Polycentric Risk Governance: Lessons from Norwegian Offshore Industry

This chapter presents the Norwegian tripartite system within a polycentric perspective. Developing multiple arenas among the parties has been a crucial factor in developing a mechanism for learning and adaptation within the regulatory regime. In the face of internal disturbance, new technology, and changes in the socio-economic environment, the regime has developed its capacity to enrol new actors and redefine their roles and behaviour.
