Development of Digital Solutions for the Evaluation and Selection of R&D Projects as a Part of the Formation of a Scientific Budget

Russian scientific budget as an integral system of organization, planning, implementation and control of state budget expenditures for scientific research and development is in its infancy. For its successful completion, a number of prerequisites are required. The formation of a methodological and information technology basis for the implementation of scientific budget processes, as well as optimization of the implementation of procedures for assessing and selecting scientific and scientific and technical projects for their financial support from the budget are among them. To solve these problems, a study was conducted aimed at developing proposals for using the methodology for assessing technology readiness levels in order to select scientific and scientific and technical projects and justify the volume of their budget financing, taking into account the possible expansion of the functionality of the integrated national information system for research, development and technological work. The article presents the results of the study, including an analysis of foreign experience in the application of the technology readiness level in the management of scientific and technological development. The paper presents a methodology for assessing the validity of the volumes of budgetary financing of research, development and technological work projects using the potential capabilities of integrated national information system for research, development and technological work, and proposes conceptual justifications for decisions aimed at automating the performance of a number of functions for the formation and implementation of the scientific budget.
