Triple and Quadruple Helix Econometric Models for Solving Applied Problems of Innovative Economies of Countries

The Chapter presents the methodology and tools of econometric analysis and assessment of innovative development of territories within the framework of the concept of the Triple Helix theory. Based on the proposed econometric model of the Triple Helix and a system of 16 main statistical indicators in the field of innovation, numerical calculations were performed to assess the level of innovative development on the example of Russia for 2021. The results of the calculations showed that in Russia, compared with other indicators under consideration, there is a relatively large number of advanced production technologies used, a high proportion of the costs of implementing and using digital technologies to the gross regional product, as well as a significant ratio of exports and imports of technologies and services of a technological nature. The results of the rating express assessment of the level of innovative development of European countries are presented. On the basis of correlation and regression analysis within the framework of the quadruple helix model, the possibility of predictive assessment of the level and quality of life of the population of the territory depending on the level of innovative development of European countries is shown. In general, the presence of a certain relationship between key indicators in the innovation sphere and civil society allows us to use a regression formula to model predictive predictive estimates of the impact of innovation on improving the quality of life of the population.
