摘要

Symbiotic intelligence is a form and result of the interaction of natural and hybrid intelligence, aimed at consolidating their potentials in order to solve the tasks. The digital twin of the network social community is presented in the form digital prototype built on an array of data about its activities. The simulation accumulates data about the interests and actions of the network community with a calculation of possible options for their behavior in real time. Smart configuration is considered by the authors as a way to implement positive feedback in decision support systems in public administration using symbiotic autonomous systems in the format of digital twins of collective subjects of social networks. Feedback is provided through their self-organized participation in a hybrid social environment in “self-service media” formats. The purpose of chapter is to use the digital twins in decision support systems in public administration. Symbiotic intelligence consolidates the potential of natural intelligence and hybrid intelligence of network society and decision making person (DMP) in the process of management decision. This process allows to aggregate the interests stakeholders in decision-making processes. The chapter presents an example of the possibility of using this approach in Russian national projects.
