Development Trends of E-government and Public Finance Management in the Context of Digitalisation

This chapter examines the key trends in the development of e-government based on international ratings. It analyses the state information systems of public finance management, which provide input to the development of the concept of “state as a platform”. The information and technological pool of financial management and provision of public services is presented based on the Russian experience. The role of ICT in improving public finance management is described, the directions of technological modernisation are defined, risks and limitations are identified. Based on their analysis, a conclusion is made about trends in the development of government information systems and the need to move to a unified national platform for data interfacing. Real government platforms are still in the stage of formation. Transition to a single national platform will increase the availability of programme codes for all levels of public authorities, ensure transperancy and clarity of interaction between public authorities and citizens, ensure uniform standards of security of placement and reliability of published data, eliminate data incompatibility, reduce budget expenditures, in particular, for the integration of systems between each other and maintenance. It is proposed to create a unified budget platform, the approach to the formation of which can utilize the experience obtained in the development of a unified platform “Gostech”.
