Direct democracy and federalism are the two most distinctive features of the Swiss political system. Although the forces of modernity are tending toward greater integration and coordination between levels of government, the administrative structure is still very much decentralized, and the principle of subsidiarity is highly valued. In the first half of the nineteenth century Switzerland was characterized by a high degree of cultural, linguistic, and religious diversity.
