Regulation Issued by the Non-state Actors

Statements made by non-state actors are characterised by great diversity. They may have direct effect or require implementation through a national legislative decision. Their addressees (state, court, individual) vary. They may contain self-contained regulations or have only interpretative value. This chapter is devoted to their typology, taking into account the key criteria for the interpretation of penal norms.
