On the Adoptability of Power-sharing in Syria

摘要

This chapter analyzes the adoptability question for implementing a power-sharing regime in post-conflict Syria. In order to have a successful adoption process, the chapter puts emphasis on power-sharing provisions in the executive and legislature, with a clear corporate representation and voting procedures based on special majorities. In this way, a political safety net would be given to different political communities in the country. Moreover, to strengthen the power-sharing process, it is critically important to reconstruct the army in a way that reflects proper communal representation and power-sharing at the executive. Stability in deeply divided societies in a post-conflict environment requires an army with legitimacy and national endorsement to prevent a breakdown of the state in case of instability.
