Application of the PM2 Programme Management Methodology to the Portuguese Project Management Observatory

摘要

The Portuguese Project Management Observatory (PPMO) is a non-profit organization and an initiative of the Portuguese Project Management Association (APOGEP). The PPMO was created in 2020 to serve the knowledge needs of project management, focusing on the status and evolution of project management in Portugal. The PPMO is being managed as a portfolio divided into programmes of projects since late 2021. To manage these programmes, the European Commission’s methodology – PM2 Programme Management (PM2-PgM) methodology – is being used, which was launched, in 2021, to the public as a free-to-use methodology. The methodology integrates artefacts, which were made available in 2022. The PM2-PgM is an extension of the PM2 Project Managemen Methodology. It is easy to implement, customizable and has the best practices and tools adapted to the management of programmes. This paper shows how the methodology was implemented and customized to better suit the context and needs of the PPMO’s “Creation of Knowledge Programme”.
